Until 1991, the Department of Foreign Languages operated at the Khorezm State Pedagogical Institute. In 1966-1972, 1977-1992, Professor Rimma Aleksandrovna Zaripova, in 1972-1976, senior teacher Saodat Kochkarova taught English and German as foreign languages. Professor Zaripova Rimma Aleksandrovna defended her PhD thesis on the topic “On the history of teaching foreign languages in Turkestan” under the guidance of academician Siddiq Rajapov at the special academic council of the Nizomi TSPI, Ph.D. .Sc., Associate Professor Ibragim Jumaniyazov, Ph.D., Associate Professor. Also at the department were senior teachers Umrbek Sotimovich Sotimov, Rokhat Rustamovna Allayorova, Saodat Kochkarova, Ozod Bekmetov, Komiljon Madraimov, Oltinjon Botirova, Khojarbibi Ismailova, Tojiboy Yakubov and trainee teacher Jamilya Ermetova.

1992-1995 Associate Professor Atabay Jumaniozov was appointed head of the department. As a result of educational reforms implemented in the first years of independence, the need for studying foreign languages is increasing and the training of teaching staff in foreign languages at the university is expanding.

 From 1995 the department of “Foreign languages” the departments of “English language”, “German language” and “Interfaculty foreign languages” are allocated.

From 1995 to 2003, Ph.D., Associate Professor Ibrahim Jumaniyazov, 2004-2010 Ph.D., Associate Professor Jamilya Ermetova, 2011-2012, acting Head Guzal Rakhimov, since 2013 the department has been operating under the name “English Language and Literature”. In 2013-2019, Guzal Rakhimova was appointed head of the department.

From the 2019-2020 academic year, the head of the department of “English Language and Literature” is appointed Ph.D., Associate Professor  Ermetova Jamilya Ismailovna.

In order to improve the quality of English language teaching, the department has established cooperative relationships with various international organizations.

In 1996, in collaboration with the US Peace Corps, volunteer teachers arrived and began teaching English "Conversation Skills" to students.

In 1997, Ermetova Jamilya Ismailovna took part in a competition between republican universities and improved her qualifications at the University of Cambridge in the UK.

Since the 2003-2004 academic year, the department has been operating a master's program in the specialty 5A120100 - Linguistics: English, where the first students Rashid Jumatov and Madina Nazarova were admitted.

In the scientific Olympiads in English language and literature held in the republic, among the talented students of the department we can highlight Anastasia Logai, who took third place in a row in 2003 and 2004 under the leadership of Professor J. Ermetova. In 2019, Iroda Rajapova took an honorable third place and was awarded a diploma.

Since the department mainly teaches specialized subjects in English, cooperation relations are consistently developing, including with the British Embassy in Uzbekistan, the British Council, Cambridge, and the universities of East Anglia; Partnerships have been established with the US Embassy in Uzbekistan, TESOL, RELO,ACCESS, South Korean KOICA programs and the Korean Educational Center in Tashkent.

In September 2004, a teacher of the department, Abidova Rokhatoy, who took part in the competition announced by the Talent Fund of the President of the Republic of Uzbekistan and won, improved her qualifications at the Varna University of Information Technologies in Bulgaria;

In 2005, the head of the department, Jamilya Ismoilovna Ermetova, took part in a competition announced by the US TESOL program and won the International Scientific Conference held in San Antonio, Texas.

In 2007, Surayyo Atajanova, Malokhat Atajanova, Rokhatoy Abidova, Feruza Rajapova, and in 2008 Jamilya Ermetova were able to improve their qualifications at the University of Mara, Malaysia, becoming winners of a competition announced by the Talent Fund.

In 2008, the British Council PRESETT (PRE-Service Teacher Training Programme), that is, a training program for English language teachers based on new interactive methods, was announced among universities in Uzbekistan, as well as Jamilya Ermetova, Surayyo Atajanova, Feruza Bahodirova and Guland Saparboev. , professors and teachers of the department, improved their qualifications through the DUET program of the British Council. Students will undergo practical training under the PRESETT program. From the scientists of partner - Uzbek State University of World Languages: Professor M.Iriskulov, Ph.D., Associate Professor N.Kambarov, Ph.D., Associate Professor S.Glazyrina, Ph.D. .Sc., Associate Professor S. Dzhumabaeva, a tradition of giving lectures and methodological assistance to students was established.

Rakhimova Gozal Yuldashovna, who won the competition announced by the Talent Fund of the President of the Republic of Uzbekistan, at the London Metropolitan University in October-November 2013, Associate Professor Jamilya Ermetova at the International Institute of Language Education NILE-Norwich in November-December; In March 2017, a teacher of the department, Kamila Sabirova, took part in the Erasmus + Mobile Unlimited program project and successfully completed an internship at the University of Porto, Portugal.

In June 2019, teachers took part in the Erasmus + Mobile Unlimited program project and in an international scientific and practical conference held at the University of Porto in Portugal, with a lecture on the topic “Priority directions and globalization of education in Uzbekistan”; In 2019, Hilola Rakhimova, Dildora Artikova, Manzura Nurmetova, Nasiba Dzhumanezova returned to NILE - Norwich International Language Education Institute after advanced training.

Head of the department J. Ermetova together with the rector of the university B. Abdullayev on October 16-17, 2019 at the international Summit on the topic “The role of teaching English in higher education and employment of graduates”, organized jointly with the British Council and the Ministry of Higher and Secondary Special Education in Tashkent. She also participated in the EMI project - English as a Medium Instruction - J. Ermetova, G. Eshchanova, in collaboration with teachers of non-philological (agricultural and ecology) subjects of the university, carry out design work aimed at teaching science in English to students in this field.

N. Abdullayeva Ph.D., winner of the essay competition “Talented Youth of the New Uzbekistan” under the guidance of Professor Jamili Ismailovna Ermetova, took part in an internship at Green River College in Washington State in 2021 as a finalist of SUSI USA “Women’s Leadership Program ". 

Since May 2024, senior lecturer the of the department, Abidova Rakhatoy Khudayberganova, has been performing the duties of the head of the department.
